On August 5, 2024, the China Trade Remedy Information Network announced that on August 2, 2024, the World Trade Organization (WTO) Safeguards Committee released the safeguard notification submitted by the Madagascar delegation. Madagascar has made a final ruling on safeguard measures against imported diapers and sanitary napkins (French: Couches et serviettes hygiéniques). It is recommended that a four-year safeguard tax be levied on the imported products involved, with the tax rate decreasing year by year, as follows:
– 27% from 2024 to 2025
-26% from 2025 to 2026
– 25% from 2026 to 2027
-24% from 2027 to 2028
The products involved include sanitary napkins, tampons, diapers, etc., involving products under Madagascar tax number 96190000.
On October 25, 2023, Madagascar launched a safeguard investigation into imported diapers and sanitary napkins. The main exporting countries of the products involved include Egypt, Turkey, China and Belgium.
