Madagascar has made a final ruling on safeguard measures against imported diapers and sanitary napkins (French: Couches et serviettes hygiéniques). It is recommended that a four-year safeguard tax be levied on the imported products involved, with the tax rate decreasing year by year, as follows:
– 27% from 2024 to 2025
-26% from 2025 to 2026
– 25% from 2026 to 2027
-24% from 2027 to 2028
The products involved include sanitary napkins, tampons, diapers, etc., involving products under Madagascar tax number 96190000.
On October 25, 2023, Madagascar launched a safeguard investigation into imported diapers and sanitary napkins. The main exporting countries of the products involved include Egypt, Turkey, China and Belgium.
